• Node Operator Pool: Decentralized operator registry with KYC/attestation requirements for validators participating in bridge operations where required by local law.

Node Distribution & Data Sovereignty

• Promote geographic diversity in relay and validator hosting to meet data‑sovereignty rules and mitigate jurisdictional take‑down risk. Provide tooling to allow node operators to declare jurisdictional constraints in the governance registry.
